A sample taken from a ceiling coating, floor tile or board produces an asbestos test certificate. Work completed inside a licensed removal enclosure requires formal clearance and, when all four stages are passed, a certificate of reoccupation.

In leasehold property, the first question is whether the request concerns the flat, the common parts or both. A survey within a flat does not cover communal corridors, service risers, lift motor rooms, boiler rooms, roof voids or bin stores. Those areas normally fall within the freeholder’s or managing agent’s asbestos records.
We regularly see old reports supplied for transactions that identify materials but do not define the surveyed area, inspection limitations or sample locations clearly enough for the solicitor or buyer. Before commissioning another visit, the existing report should be checked for its scope, survey type, plans, photographs and laboratory references. Asbestos testing before repairs and refurbishment
A laboratory result answers a narrow question: whether the sampled material contains asbestos. It does not establish that the rest of the room or property is asbestos-free. That distinction matters in London buildings where repeated alterations have left several generations of finishes behind suspended ceilings, boxing and service ducts.
Common samples include textured coatings, thermoplastic floor tiles, bitumen adhesive, asbestos insulating board, cement panels, pipe insulation residues and debris found beneath old plant. The sample location and material description should be recorded precisely. A certificate that merely states a result without a traceable location can be of little practical value on a live project.
Survey reports for planned building work
Routine management information is not a substitute for a refurbishment or demolition survey where intrusive work is planned. Strip-outs frequently open areas that were inaccessible during occupation, including risers, ceiling voids, partition cavities, column casings and redundant mechanical installations.
The survey scope should follow the proposed works rather than an arbitrary room list. On a commercial floor, that may include the raised floor, perimeter heating, ceiling plenum, fire breaks, service routes and landlord areas affected by the contractor. On a flat refurbishment, it may include kitchen and bathroom boxing, old floor finishes, boiler cupboards and concealed panels around communal services.
Four-stage clearance after licensed removal
After licensed asbestos removal within an enclosure, the enclosure is not released simply because the contractor has finished. A suitably independent analyst undertakes the four-stage clearance procedure. This covers an initial site assessment, a detailed visual inspection, clearance air monitoring and the final assessment after the enclosure has been dismantled.
A clearance certificate or certificate of reoccupation is issued only when the required stages have been passed. Project managers should allow for access, lighting, dry surfaces and complete removal of waste and equipment. Poor preparation often delays clearance because the analyst cannot properly inspect the enclosure.

Access and scope require particular attention in the capital. Surveyors may need permits from a managing agent, accompanied access to plant rooms, parking arrangements, lift protection or attendance outside normal office hours. Occupied flats and trading premises may require phased inspections so that intrusive checks remain controlled.
Large buildings also demand exact boundaries. A report for one demise, one floor or one work package should say so plainly. It should not be treated as evidence for an adjoining unit, the whole block or concealed areas that were outside the agreed inspection.
