“Asbestos certificate” is not a single survey type defined by HSE guidance. It is often used as shorthand for written evidence about asbestos, but the evidence may come from different activities and different competent organisations.

Common documents described as certificates

Asbestos survey report

A survey report records its purpose, scope, inspected areas, findings, samples, plans, assessments and limitations. Management surveys support normal occupation and maintenance. Refurbishment and demolition surveys are more intrusive and must be tied to the intended work.

Bulk-analysis certificate

A laboratory report records the identification result for the sample submitted. It applies to that sample and does not establish the condition, extent or risk of materials elsewhere.

Clearance and reoccupation documentation

Following relevant licensed removal work, an analyst independent from the removal contractor carries out the required clearance process. When all stages are completed satisfactorily, a certificate for reoccupation can be issued for the enclosure or work area concerned.
