We arrange and advise on asbestos surveys, sampling, clearance and certification across the United Kingdom. In forty years of walking buildings I have found the same products in the same places from Plymouth to Aberdeen: insulating board behind airing cupboard doors and above ceilings in 1960s and 1970s housing, sprayed coatings on structural steel in commercial blocks, textured coatings on ceilings until chrysotile was taken out of them in the mid 1980s, and cement roof sheets on almost every industrial estate built before the 1999 ban. What varies by region is the era of the stock and the density of accredited laboratories, not the science and not the law. Great Britain works to the Control of Asbestos Regulations 2012 and HSG264 whether the building is in Southwark or Sunderland.

London and the South East

Two building stocks sitting on top of each other. Victorian and Edwardian terraces converted flat by flat, where the asbestos is usually in the 1970s rework rather than the original build, and post-war LCC and GLC blocks with sprayed coatings to the steel and insulating board to riser cupboards and soffits. Refurbishment surveys here fail more often on access than on analysis, because the flat above is occupied and the riser runs through it. The Midlands

System-built housing on a scale you do not see in the South, plus light industrial units where the roof sheets, gutters and eaves soffits are all cement product and all still there. Birmingham’s 1960s deck-access and tower schemes routinely carry insulating board panels to heater cupboards and lift motor rooms. North West England

Manchester’s mill conversions are the awkward ones: a Victorian shell, a 1970s process fit-out, and a 2000s residential conversion layered together, so the survey has to read three periods at once. Liverpool and the wider Merseyside stock carries the reconstruction era, with 1950s and 1960s rebuilds and dock and warehouse buildings where thermal lagging to pipework survives in plant rooms. Yorkshire

Leeds and Bradford share the mill and back-to-back inheritance, where the risk sits in later insulation and boiler house work rather than the stone. Sheffield’s legacy is heavier industry, so I expect lagging to steam lines, insulating board to switch rooms and sprayed coatings to portal frames, and I expect the client to have inherited the site without a register. North East England

Shipbuilding and heavy engineering left the North East with the amosite and crocidolite products that were banned in 1985, particularly hand-applied lagging in older plant and marine-related buildings. Where a Tyneside site has been through two rounds of redevelopment, the residual material is usually in the parts nobody redeveloped. Scotland

The regulations are the same across Great Britain, so a Glasgow certificate is written to CAR 2012 and analysed by a UKAS accredited laboratory exactly as one in Bristol would be. The stock is not the same. Clydeside carries a shipbuilding history and the tenement and post-war tower mix, and tenement common closes raise the question of who holds the duty to manage before the survey scope is even agreed. Wales

South Wales pairs heavy industrial legacy around the coast with Valleys housing that was built and improved in the periods when cement product and insulating board were standard specification. Cement roof sheeting on farm and light industrial buildings is the most common single finding we deal with here. South West England

Bristol and the West of England run from Georgian and Victorian stone through Filton-era aerospace and engineering sheds to 1960s and 1970s civic and education buildings, which is where insulating board to plant rooms and columns tends to show up. Bath’s protected stock brings its own constraint, because intrusive inspection has to be argued alongside the building consent position. Outside these regions

We act nationally. If your building sits away from the cities above, the work is the same: establish the age and history, decide whether a management or refurbishment and demolition survey is the right instrument under HSG264, get bulk samples analysed by a UKAS accredited laboratory, and end up with paperwork that stands up. That paperwork is one of an asbestos survey report, a test certificate for identified samples, four-stage clearance after licensed removal, or the certificate of reoccupation that lets people back in.

Frequently asked questions

Does an asbestos certificate mean anything different in Scotland or Wales?

No. The Control of Asbestos Regulations 2012 apply across Great Britain, so a survey report or bulk analysis certificate carries the same weight in Glasgow, Cardiff and London. Northern Ireland works to its own equivalent regulations, which mirror the GB position closely. What changes is the building stock and the surveyor's expectation of what is in it.

Do I need a surveyor who is local to the building?

Familiarity with a region's stock helps, and it shortens the guessing, but it is not what makes the report valid. Competence under CAR 2012 and analysis by a UKAS accredited laboratory are what a client, a lender or an enforcing inspector will look at. On a portfolio spread across regions, one consultancy holding the standard is worth more than a different local firm on every site.

How long does laboratory analysis usually take once samples are taken?

For straightforward bulk identification, most UKAS accredited labs turn results around inside a couple of working days, and same-day is achievable at a premium in the larger conurbations. Air testing after removal is a different exercise and is governed by the four-stage clearance sequence, not by lab queueing. Confirm the timescale with the appointed lab before you build a programme around it.

We have sites in several of the regions listed. Can that be handled as one piece of work?

Yes, and it usually should be. Multi-site portfolios go wrong when each building is surveyed to a different scope and the register cannot be read as one document. We set the scope once, keep the reporting format consistent, and sequence the sites so the duty to manage under regulation 4 is demonstrable across the whole estate rather than building by building.
