Almost every asbestos certificate request I take in Sheffield starts in one of three places. A former works unit in the Don Valley where a lender, insurer or incoming tenant wants to see records. A stone terrace or student let where one ceiling, panel or garage roof needs an answer before a sale or a refit. Or a site where licensed removal has just finished and nobody can go back in until an analyst signs the enclosure off. Asbestos stayed legal in UK construction until November 1999, so on Sheffield’s building stock the age test rules almost nothing out.
Former works, sheds and units
I have stood in plenty of Attercliffe and Darnall units where sprayed coating sits on the steel above a suspended ceiling and nobody has lifted a tile since the last refit. Sprayed limpet on frames, pipe lagging in boiler houses, insulating board partitions and cement roof sheets were normal specification in Sheffield’s manufacturing buildings from the 1950s through the 1970s, and the later light industrial sheds along the lower Don carried the cement products right up to the ban.
Before you sign a lease or start strip out, the document that establishes the position is an asbestos survey report. The distinction that catches people out: a landlord’s existing management survey under HSG264 is non intrusive and covers occupation only. Once you break fabric you need a refurbishment and demolition survey, which opens up the areas the management survey deliberately left alone. Handing a management survey to a principal designer and calling it done is the single most common false start on these buildings.

Terraces, student lets and sales
The rental stock around Crookes, Broomhill and Ecclesall Road, and the terrace sales through Hillsborough, Walkley and Heeley, throw up narrower questions. A textured ceiling coating. An artex bathroom. A cement garage roof or a corrugated shed. A flue pipe behind a replacement boiler. A rope seal or a panel in the boiler cupboard.
Where the question is one material, sampling and analysis by a UKAS accredited laboratory produces a test certificate naming what is there and, if anything, which fibre type. Textured coatings usually come back as chrysotile at low percentage, which keeps the work non licensed, but that is a result you confirm rather than assume. Where the whole property is in question during conveyancing, the survey report is the document that answers it, not a handful of samples.
Landlords should note that the duty to manage under regulation 4 of the Control of Asbestos Regulations 2012 does not stop at the door of a house in multiple occupation. Common parts, shared halls, stairs, cellars and plant are non domestic premises, and the duty applies to them.
Sign off after removal
Licensed work ends with the four stage clearance procedure carried out by an independent analyst, not by the removal contractor. Stage 4 reoccupation air monitoring is the one that matters, and the certificate of reoccupation only follows once it passes. Non licensed work, cement sheets off a garage or an outbuilding being the usual Sheffield case, ends with written clearance documentation, with reassurance air testing added where an owner or an incoming tenant wants the reassurance.

Frequently asked questions
Is an asbestos certificate the same thing as a survey report?
No, and the word certificate is doing a lot of work in that question. A survey report covers a building or an area. A test certificate covers a specific sample analysed by a laboratory. Clearance paperwork covers a completed removal. When someone in Sheffield asks you for a certificate, find out which of the three they mean before commissioning anything.
My Sheffield student house is an HMO. Does the duty to manage apply?
It applies to the common parts. Under regulation 4 of the Control of Asbestos Regulations 2012 the duty covers non domestic premises, and shared halls, stairs, cellars, roof spaces and plant areas in a rented house fall within that. Individual let rooms do not, but in practice the same building fabric runs through both.
Who is allowed to issue a four stage clearance certificate?
An independent analyst, not the licensed contractor who carried out the removal. That independence is the point of the procedure. If the paperwork you have been handed carries the removal company's own name as the analyst, question it before anyone reoccupies.
Can I use an old asbestos register the previous owner left behind?
As a starting point, yes, and it is worth having. As the basis for refurbishment work, usually not. Registers reflect a survey scope on a given date, they miss what was never opened up, and they go stale as soon as anyone alters the building. Check the survey type, the date and the areas excluded before you rely on it.
