Asbestos certificates and reports in Manchester

An asbestos certificate in Manchester usually means one of three documents: a survey report, a laboratory test certificate on a single material, or clearance paperwork after removal. Which one you need depends on the building and the work in front of you, and getting that wrong costs weeks.

I have surveyed enough Manchester buildings to know the pattern before I open the door. Ask for an asbestos certificate here and you will get three different answers depending on who you ask, because three different documents wear that name: a survey report on a building, a laboratory test certificate on one material, and the clearance paperwork issued after removal. The city makes all three common. Asbestos was legal in UK construction until 1999, blue and brown types until 1985, and Manchester kept building and rebuilding through the whole of that window.

Mill and warehouse conversions

Ancoats, Castlefield and the ring of old industrial stock around the city centre are the buildings that catch people out. The Victorian shell is asbestos free. The twentieth century services running through it are not. Boiler houses, risers, plant rooms and basement runs picked up sprayed coatings and pipe lagging from the 1950s onwards, and the roof and cladding work that kept these buildings dry through the 1960s and 1970s brought in asbestos cement sheet and insulating board. A conversion drops apartments into that fabric and leaves the awkward parts, usually the parts nobody wanted to touch, exactly where they were.

If you are a leaseholder or a management company, the document you want is a management survey under HSG264 covering the common parts, kept live as a register. If you are opening up fabric, that is not enough. A refurbishment and demolition survey is intrusive by design and has to reach the voids the management survey deliberately left alone. Where licensed removal follows, the enclosure has to pass four-stage clearance and produce a certificate of reoccupation before anyone goes back in, and the analyst who signs it must be independent of the removal contractor.

Test certificates for Manchester landlords

Greater Manchester runs one of the largest private rented sectors outside London, and the HMO belt through Fallowfield, Rusholme and Withington sits on housing stock that is exactly the wrong age. Most landlord calls I take are about one material, not a building: a textured ceiling coating, a boiler cupboard lining, a flue, a floor tile, an airing cupboard panel.

That is a sampling job, not a survey. A sample goes to a UKAS-accredited laboratory and comes back as a test certificate naming the fibre type or confirming none was found. It is worth knowing what the likely answers are before you spend the money. Textured coatings usually contain a low percentage of chrysotile and are generally low risk left intact. Insulating board is a different proposition: it is often amosite, it was banned in 1985, and it is friable enough that drilling it is the problem rather than living with it. Two materials that look similar on a ceiling, two entirely different jobs, and only the certificate tells you which one you have. Clearance after removal work

The end of the job is where paperwork goes wrong most often. Licensed work, meaning sprayed coating, lagging and most insulating board, requires the full four-stage clearance: preliminary check, thorough visual inspection, air testing, and the final check after the enclosure comes down. The visual stage fails more enclosures than the air test does, usually on debris left in a void or a poorly sealed penetration, and the analyst has to be prepared to fail it.

Non-licensed work sits differently. Asbestos cement sheet off a garage roof in Stockport, or a set of floor tiles, does not need the four-stage procedure. What you should still hold is written clearance documentation proportionate to the job, along with the waste consignment note. Buyers and their solicitors ask for both, and reconstructing the record two years later is close to impossible. Is an asbestos certificate a legal requirement to sell a house in Manchester?

No. There is no legal requirement to hold an asbestos document for a domestic sale, and CAR 2012 places the duty to manage on non-domestic premises, which includes the common parts of converted mills and apartment blocks. In practice buyers and lenders on city-centre conversions frequently ask for the management survey covering shared areas, and a seller who cannot produce one tends to lose time rather than the sale.

How long does an asbestos survey report stay valid?

A survey report has no formal expiry date. What it has is a scope and a date, and it stops being useful the moment the building changes. A management survey from before a refurbishment does not cover what the refurbishment exposed. Under the duty to manage, the register should be reviewed at least annually and updated whenever the condition of a material changes or work disturbs the fabric.

My removal contractor offered to do the clearance testing. Is that acceptable?

Not for licensed work. The four-stage clearance must be carried out by an analyst who is independent of the party that did the removal, and HSE is clear on that point. If the contractor is offering both, they should be appointing a separate accredited analyst, and you should see the accreditation, not just be told about it. If they are proposing to sign off their own enclosure, stop and call us.

Does the laboratory or the surveyor need to be UKAS accredited?

Sample analysis should be done by a laboratory accredited to ISO 17025 for asbestos identification, and clearance analysts should work for an organisation accredited as an inspection body to ISO 17020. Surveying accreditation is not a legal requirement in the same way, though competence under CAR 2012 is, and on any building where the report will be relied on by a third party we would only appoint an accredited surveying organisation.
